We have implemented the BlueCoat Packet Shaper 4 month ago in our organization. Our overall experience on average. Not bad or not more good also.
First is we are not able to create any user, auto generated report is showing volume (application usage data amount) it should be bandwidth.
When we create manual report then its only graph based report so any non technical person (management level) will not understand that.

We do not required more downtime to implement this solution in our live Network, if everything is ready then only max 1 min downtime if more enough for discovery mode.
Shaping and traffic priority.
Very easy to administer
The auto generated report is not as report. because if our product is for bandwidth control purpose then why its showing application volume instead of bandwidth. with that volume how can we configure partition. I think this need to improve in very soon.
User awareness doesn't work well and S400 model that is difficult to connect to Intelligence Center for report creation.
Your categorization service (Web Pulse) to create the classes is not very good.

It is easy to manage and there are many of different application for traffic priority.

Good product, but high price per unit of bandwidth
Great product. We had limited access to bandwidth, and as a result had to turn to other options to ensure business data was able to be processed efficiently. The hardware was reliable and the results were impressive.
