The quality of the technical leads on our account (we have dedicated resources, not a shared pool), so we have been able to grow those resources overtime just like FTEs. They have responded well and are providing significant value.

too complex services, lack of responsibility, low effectivity - people aren't well organized, neither experienced in their area of the responsibility ... they need to be well trained in their professional engagement in order to be able help more quickly and effectively
