Oracle offers all the tools needed but none of them are exceptional and they are presented in a poor UI that as a consequence provides a poor UX. There are often unnecessary extra clicks, illogical design choices, basic features missing. Succession planning for example couldn't appear more basic in comparison to competitors; when I raised this I was countered with "but we are mobile responsive". However they should focus on making the tool  good enough on desktop before looking at making it mobile, as HR are unlikely to use something on mobile if it is already lackluster on desktop. 
An example the extra clicks can be found in Talent Review, where if i create a session, to remove people, I need to edit the session, and press next several times to get to the last section where I can remove people.
An example of basic functionality missing can be found with the PA section not allowing you to choose your default filter, and also not even including a few all option. I actually had an HR contact me as they were not able to see the PA of an employee, and it was due to the filter being preset to "current" despite looking at the PA of previous years.
