What are Utility Customer Information Systems?

Utility customer information systems (CIS) manage internal and customer-facing account operations for utility meter-to-cash processes. CIS handles customer contracts and billing against consumption data and facilitates revenue generation and collections. They support order processing, rate design, billing, payments, credit and collections. CIS includes customer self-service and communication preferences for account management and notifications. Some vendors expand to include advanced customer engagement and product and service offerings on a flexible product platform. Modern CIS is adaptable, offering deployment options from on-premises to full SaaS. CIS is central to revenue management, leveraging metered consumption data against a backdrop of service and product parameters. As utilities digitalize, CIS is evolving to encompass a broader spectrum of services, extending beyond traditional meter-to-cash processes. This expansion, often referred to as “services to cash,” necessitates innovative approaches to meet customer demands, including dynamic pricing and enhanced savings opportunities.

"Great support from Oracle Utilities, CC&B and MDMS are solid."

First, an overall caveat that we are still implementing the solution and plan to go live in May of 2018, so my feedback is specific to implementation. Especially within the Utility GBU, we've been very, very happy with the support we've received from Oracle development. We've also had occasion to bring in what are referred to as "black belts" who have access to many areas of Oracle and that was a good experience, helping us work through some tough technical issues. When we need help outside of the Utility GBU the response is slower and requires more work on our part, but I wouldn't say more so than any other vendor I've had in the past. I also appreciate Oracle's use of customer groups to inform the product. We even had that product managers out for a couple of days during the project to provide feedback on functionality gaps and "wish list" items. We've been very happy with the feature completeness of the product and have very few customizations, which is evidence of a very mature product. CC&B, MDMS, SOM, SGG, DataRaker and OPower have been very good for us. ODM needs to add some features particularly around the device management lifecycle (Out of the box reporting for meter sampling, more structure around receiving stock), which I think will come with time. OUA has been challenging to implement and run, but really beats the alternative of creating a custom data warehouse.

AUS as a vendor was small enough to develop working relationships at all levels of the organization. This enabled quick and easy access to resources beyond the core implementation team. In turn, that streamlined the process and cut through obstacles much quicker, optimizing the ability to hit the milestones set in the project plan.

Gentrack Velocity 3.9 has been a strong stable product for our organization. We required more rich web based functionality hence the requirement to upgrade. The upgrade path is much less risky in comparison to a new software that is foreign to our organisation. Our Meter data management system is also a Gentrack product, further de-risking implementations of new CIS The new system appears to support the requirements and cost scale for an organisation of our size.
