Rally is a web-based tool and requires just a browser to use. With single-sign on enabled it is literally just one click to start working.
The integration of CI/CD pipeline like jenkins is really helpful in terms of visibility , and the status of the build at any point of time.
What I like the most about Rally is that despite the depth of information housed within the system, it is still user friendly.
Sometimes (luckily not very often) we experience downtime of the service. The way it is implemented at our organization, only the people involved in the Agile way of working can access the tool, we cannot share links to user stories with our business stakeholders as they do not have a license.
Things are good, but sometimes it becomes difficult and annoying while updating a task , or searching based upon custom filters. Searches filters can be improved a little bit.
The only minor issue I've found with Rally is that it can be difficult to get into if you have an access issue (password, access expiration, etc.). I've found myself having to call their customer service line because the self-service options for resetting my password weren't working, which is unusual.

I only use it to follow up on my own user stories, the other Agile roles use it to have a Squad view or an Epic view. Our Product Owner and Scrum Master make use of the built-in reporting capabilities. My overall experience with Rally has been very positive. It provides a clear view of our projects progress, sprint planning and backlog prioritization. The tool helped streamline our agile process, making team collbration and tracking much easier. It helped me stay organized with my tasks and better understand sprint goals, but there was bit of learning curve initially.
