As with all SCADA systems, the utility needs to identify a resource for IT server and web service operations.. The resource needs to have an aptitude for technology associated with network messaging and system security. The utility also needs to have a resource associated with the operations of the remote terminal units. The RTU interfaces with the SCADA system and the structure of the NCD files at the master is key for transferring data from variables to the SCADA system. Lastly, the utility needs to have a resource verse in the communication network associated with the SCADA system. the functionality of that network has a bearing on the performance of the SCADA system as a whole.
