Netcool is the defacto event collection and management software. The analytics around event collection are also very useful when running down problems in the network. The ITNM topology service also provides a high level of enrichment as well as root cause analysis.
Great overall performance, stability and well known interface for connecting new elements. Really helped us on leveraging several automations for our Software-based Network Operations Center;
Despite strong capabilities for the core functions, the solution isn't attractive considering the advanced features compared to similar solutions. for example analytics and correlation functions could be more user friendly and easier to administrate.
IBM's approach to training, certification and innovation with Netcool is very lack luster. The support we receive when something goes awry with the platform is about the same with slow response and turn around times. We are working with the Netcool team as a sponsored user; however, it seems new features and functions have been put on the back burner while the product was being refactored.
Not so intuitive to create and provision customized rules based on past events. The platform should provide more evident insights and suggest rules based on event analysis (once its called Operations Insights).

Netcool is stable but challenging to configure advanced features.
Netcool software performs adequately for its role in event collection. We have not been able to do much with enrichment and automation due to lack of expertise transfer from IBM. They also are not adept at building long term relationships with innovative customers and prefer a transactional approach unless you are a tier one provider. Best-in-class tool for Telco Ops, but demands time and deeper knowledge to better explore
IBM NOI is a well consolidated product for Telecommunications' Operations. It has great capabilities and flexibility to implement and provision correlation policies and covers all the necessary ground for operations awareness. Thus, my opinion is that IBM should do a more specific coaching with the carriers to get deeper on real-life scenario and suggest a better usage of the whole range of features that the product has to offer. The feeling is that we have a good implementation, navegating through many features, but it could be much more explored. nearly fully satisfied, fully satisfied. With IBMs OSS applications we are operating all our services and networks and managing ~ 4 mio customers. In general IBM has to shorten the time to bring new features, e.g. cognitive analytics to run in big environments.
