If properly set up by the state agency, Jaggaer provides opportunities to fully and completely respond to RFP and other requests. it is easily managed, navigated, and completed.
What I like about it is we have an eSourcing tool and we already have Jaggaer Total Contract module. The Sourcing module links with the contract system which allow us to create contract right from a sourcing event.
The huge capabilities that the tool provides. it is adaptable to new regulations, new market requests, etc.
It initially took some time and effort to learn to navigate the various pages in the RFP, and th estate sponsor was slow to answer questions.
The customization of the sourcing tool is limited. At this time the product is more standardized and designed for physical good/products. The cost analysis and vendor comparison is not that helpful to evaluate services or software sourced. We have to build our scorecard to rate vendor proposals outside of the system. Another shortcoming is it's not user friendly to the vendors. 90% of vendors have trouble registering and gaining access to the sourcing events we publish. That's extra time and effort on our end to help instruct and train vendors to use the system. I'd hope to have recommended vendor list based on the product/service scope we seek through the system. There's no such function currently. We have to do our own market and vendor research prior to sending the RFP to interested vendors. The tool somehow becomes a bottleneck in the process and only a repository place. Support is very minimum from JAGGAER. We have expressed the concerns and challenge, however, they have not been helpful with our experience.
The more things include in the customizable part, the more difficult it is to use for the end user. It is a really powerful tool but sometimes the users cannot see all that it does.
