Its strongest aspects are its database performance and deep integration with Oracle workloads. Oracle's long-standing expertise in mission critical database systems translates into OCI, especially with OADW and OATP.
OCI is by far the most affordable option, and being a newer service doesn't have any problems due to legacy systems sticking around before cloud developed while still having all the services you would expect.
