Base functionality needs some modernization to get up to par with how utilities operate. We had to do a lot of enhancement just to achieve like for like. IT and business support costs are much higher than expected and much higher than legacy. Direct cost reductions are unlikely in the near/mid-term and should not be an expected benefit in the business case.
