“Smartsheet is a Problem-Solver's Playground but Shifting Executive Priorities Pose a Concern”
Smartsheet is easily one of my favorite platforms. It has so much flexibility - there are a LOT of different things you can do with Smartsheet, and absolutely everything can be customized to fit your needs. The Smartsheet Community makes Smartsheet stand out from its competitors - a phenomenal community that has amazing resources and helps each other to learn and grow. The only reason the review lost a star is the obvious change in executive focus - where the main focus used to be customer experience (and you could FEEL it), the shift is to make as much money as possible and push AI. It's changed customer service, and not for the better.

“Spreadsheet Layout Facilitates Project Outlining But Limits Task Execution Capabilities”
Smartsheet is useful for sketching out projects and managing the skeleton of the project from a PM perspective. However, when it comes to actual execution, task communication, and general work order management it is inferior to many other tools. It's ideal for PMs, but annoying for people who do the work. It is best used as as strictly a PM product, that only people in that role use. For operational use it is not ideal.

See Full DiscussionAzure DevOps has decent connectivity with Microsoft365. While it's not designed for waterfall, there's nothing that prevents you from using it that way. There's a plethora of plugins and customizations that may help you do what you want. I agree with Pranay below, there may not be one single provider that can check all the boxes.

Enterprise PPMs are about Portfolio management (Governance, Resourcing, Financials, Budgets, ROI, Benefit realization) and Project Delivery (Scheduling, Risks, Status etc).
Its best to work out what your PPM requirements are before looking at tools
